• User should always see the [Prioritize] Tab in any scenario (if they have rights)
  • If user doesn’t have rights to the [Prioritize] Tab, disable the Tab, but it should still be visible to the user
  • When tab is disabled, display a tooltip: You need to have at least Project Owner rights to access this.
